I would like to learn to find a good article, but I need to install some packages there, how they can be installed on a working computer that does not have direct access to the Internet, can I download distributions from the Internet.

Can!
Alternatively, build a distribution kit somewhere (for example, on a home computer or c9.io). Check for performance and deflate archive.
You can pump out each component separately, BUT! Each component can (and will most likely) have its own dependencies. So this chain will take an incredible ton of time.
In general, working with this type of environment (package managers) without the Internet is considered nonsense. At least once you need to deflate all dependencies through packages.
