Can this be done? Or in some other way to transfer a file to a Linux PC? (the Linux PC is a MOXA IA 240 LX embedded computer)

The description says that MOXA IA 240 LX has an SSH console. Therefore, you can transfer files using the SCP protocol (it is unlikely that it is prohibited).
As a client application for Windows, you can use WinSCP (IMHO, the most convenient). And you can, and much more widespread FileZilla .
