So, after talking with tech support and other developers, we managed to find out the following:

In the name of the company, you can specify anything, only if the name is not occupied by someone earlier.

As the address you need to specify the real address to which you have access. In addition to the address of the company, you can specify the address of the PO Box (subscriber box, in our opinion), otherwise you will have to specify your actual address. Alas, otherwise nothing.

PS: During googling, I several times found applications from private developers on Google Play, on the page of which their real address was indicated (including the house and apartment number). So, in the absence of other options, this is the only way to register a merchant account.
