The program does not start due to the absence of the api-ms-win-crt-runtime-l1-1-0.dll library on the computer. The problem is that KB2999226 (Universal CRT) is not installed, which is part of Visual C ++ Redistributable for Visual Studio 2015.
The first solution is to install all available updates (comment: which is not acceptable for everyone, for example, because of pirated Windows or any suggestions to upgrade to Win10): Start - Control Panel - Update Windows, check for updates, install all available updates. After installing the updates restart the computer. Repeat until no updates are installed.
