The menu is fixed at the top, but when scrolling through the page, some items climb over the menu.

nav { font-family: AA; font-size: 19px; font-weight: bold; text-align: center; position: fixed; top: 0; left: 0; right: 0; width: 100%; height: 11%; background-color: azure; border-bottom-width: 1px; border-bottom-style: solid; }
 <nav id="menu"> <a href="#top">Головна</a> <a href="#services">Послуги</a> <a href="#galery">Ескізи</a> <a href="#work">Роботи</a> <a href="#contact">Контакти</a> </nav>

Over all come elements with positon: absolute , relative ...
I even used position: relative & z-index 1 .

    I have nothing against the citizens of Ukraine, but I believe that it is unacceptable to write in Ukrainian on this resource. It's still ru. not ua. Of course, I understand the essence of the question, but it is completely inconvenient to read this text, and the question is not quite correct. - ilyaplot

Specify for nav { z-index: 9999; } nav { z-index: 9999; } and check that the items that "lay" on the menu were not given a z-index more than that of nav .
