Is it possible to somehow connect the second css file to the site only for a specific section? For example, the menu on the left and the header on all pages of the site are the same. I want to highlight the styles of these two elements in a separate css file and then simply add it to the other sections with a link.

In general, of course, it is not clear why you need it, but since for that matter, just put two link tags in the head:
