I think that you need to enter the operating system along the way:
Control Panel -> Programs and Components -> Enabling or Disabling Windows Components
Find there items related to the .NET Framework and install the missing components. There should be an ASP.NET item somewhere - you need to tick it off.
I also advise you to read the article Configuring the .NET Framework for Web sites . I think you have something not delivered to the system from the .NET Framework.
