If you want to reinstall Windows without losing data, then they should be transferred to disks (hard drives, flash drives, etc.). You also need to have at least 2 hard drives, so that it will be easier to reinstall later.
So. First, you need to download the ISO image of the required version of Windows and burn it to a USB flash drive using a program, for example, ultraiso. Then you reboot the computer with the USB stick inserted in it and boot from it (the boot priority can be set in BIOS). Well, then do everything according to the instructions on the screen.
I also want to download that Windows should be stored on a separate hard disk, preferably on an SSD, so that all other files and programs are stored separately. So you will not lose the necessary files if you reinstall the system.

- @CraftPE if the PC does not turn on, then how do you want to reinstall the OS? Or do you mean that you can not load Windows? - Artem Gafarov
- @CraftPE if you can’t just load Windows, then burn a Ubuntu or Linux Mint distribution kit to a CD or a USB flash drive, boot from them (this can be done without installing them) and copy all the necessary files to disk. - Artem Gafarov
This is not the place to ask such questions. You would google / yandex / bing for the search. But since I already started
1) Download Linux from a flash drive, copy the necessary data and install Windows
2) install Windows without formatting, you can get old files in the Windows.old directory
These are the main ways that do not require much knowledge from the user. For details if you please search engines. There are many instructions, hundreds of them. When will the question be heavier - contact.
