I hope you are substituting the name of the real user instead of "user"? And according to the link given by you it is not written that the directory should beat. It says "As an example" and "If you have not created / home / user / public_html /, you will receive an warning message". So create a directory manually (using the mkdir command) or specify another one in the Apache configuration. And, of course, use the name of your user instead of "user".
