The task is to disactivate KDE from autostarting applications that were launched in the previous session. The applications themselves are not registered in autorun, KDE launches them themselves. Searched for all settings, in Google, did not find the answer. How to wean KDE autostart the latest applications?

It turned out that this setting is hidden in the "Session Management", which is in the "Start and End" section. It couldn’t come to my mind to look for this function there, as I believed that the sessions are associated exclusively with the login of several users to the system. So, to disable this feature go to "System Settings" -> "Start and End" -> "Session Management" and set "Start from an empty session".
