To develop the front-end locally I use grunt with various plugins, such as concatenation and compression of Js, creating sprites, compiling SASS in CSS, compiling Jade in HTML. Auto Prefixes Variables with sprites and other useful features.

But here comes the moment of integration of the layout in Bitrix or Wordpress. Further work is carried out on the server. Making edits and improvements to the layout in two places at once (locally with further transfer to the server) is clearly not a best practice.

I would like to know if it is possible to compile at least SASS on a hosting, without having full control over the server, only access to files and databases.

I would advise you to switch to Gulp - a lot of flexibility in customization. And what you need is a gulp-ftp plugin https://www.npmjs.com/package/gulp-ftp
