    No From the point of view of javascript, the browser window and tab are the same thing.

    Decides where it is more convenient for him to open the page - the user.

    In the Chrome browser, new tabs always open up; this was once the main feature of the browser.

    In Firefox, tabs open by default - but this is configured on the main settings page:

    If you really need to open a new window, you can use the open call specifying the parameters in the third argument. But better not do that.
