You can make a frame inside a diva with overflow: hidden and the frame itself will not sroll, but raise up by changing the top, thereby creating the illusion of scrolling
You can insert a thumbnail of another site using an iframe, but you cannot get access to a site on another domain in the iframe for security reasons. So scrolling on the button you will not succeed.
