According to en-SO, you can prevent the scroll bar from disappearing through the android:fadeScrollbars attribute android:fadeScrollbars

 android:fadeScrollbars="false"

And actually adjust the duration of the disappearance of the scroll bar, you can:

 android:scrollbarFadeDuration="500"

And so - adjust the delay before the start of the disappearance animation:

 android:scrollbarDefaultDelayBeforeFade="1000"
