In general, the theme of using an animated background has been raised a lot of times since Flash has existed and the answer is unequivocal - no, this is bad practice. From a design point of view, a similar format for presenting information is extremely negative. Moving elements, exactly as bright red, take all the attention to themselves. Already after five minutes spent on such a site and attempts to read, your eyes will start to get tired, attention will be lost and the site will only get unnerving. Despite the fact that it seems cool, after a short use, the whole effect goes nowhere and the backlash begins.
I will quote from the book of Steve Krug.
Many do not like the poor use of injective elements, large and complex animations that load for a long time and seem useless. If you carefully ask these people, asking the right questions, you will most likely find out that these same people would like sites with small and carefully designed elements that would enliven the content of the pages and add useful functionality to them, without “getting up” across the road. "
If you decide to use interactive elements on your page, then try to make them useful and functional. Otherwise it is better not to use them.
