I use minigames for bundles, but I can't get them cached. Tried to install Headers manually, but they are reset. Neither Pragma nor Cache-Control is installed.

Perhaps you turned off ver-server caching for static. Which one do you use on iis express? Check settings in web.config -> configuration -> web.server -> staticContent -> clientCache
You can also deploy to iis and check there. Just turn on static caching
