If you are an author in different countries, you can sell, the law here is not very strong, especially for such a thing as blog design.
The only author may complain to you in the shops where you will sell

And so, until you earn a substantial amount, no one will be interested in you.

    If there is no indication of the license for which it is distributed where you downloaded the blog, and the place is publicly available (that is, available to anyone who wishes), then there’s probably nothing to worry about.
