I have ubuntu linux 16.04 x64 installed on my pc. Is there a way to transfer this system to a USB flash drive, saving all the settings and programs, then fully launch it?

In general, before, the same Startup Disk Creator allowed you to create bootable flash drives with space reservation for data storage, that is, you get a full-fledged OS, not a boot drive, ... all you had to do was install the software and use it. UNetbootin - Install this program from the standard repository and it will create a bootable flash drive. Then you can write there all the files that you consider necessary.

Or the second option is to create an ISO image of your system and write it to the flash drive already.
