Hello, I have not found a solution to the problem, so I am writing here. I removed the previous version of VS and decided to install the Visual Studio 2015 Community, and this error occurred:

Although I had installed the .NET Framework 4.6.1, I decided to reinstall it, it did not help, after I installed version 4.6.2, but there were no changes.

    The problem was solved only by reinstalling Windows.
