Local alerts are triggered on the device strictly according to the painted logic inside the application, and alerts sent using GCM (+ server) come to the devices via the network.
One of the options for remote notifications can be this - sending an alert when a certain event is executed: a new message, a new like. In the background, the device will not connect to the server, but the server sends notifications to all devices that need to receive it using GCM.
