Does the panel scroll bar automatically jump to the same place?

On the Windows Forms form is a panel with a scroll bar. After returning to the form from another program, the scroll bar of the element automatically jumps to the same place.

What am I doing:

1. I move the scroll bar to the required place in the panel.
2. Go to the browser. I do some actions (any, or just one click).
3. Returning to Windows Forms , and the scroll bar immediately jumps automatically to the middle of the panel.

The code uses WebDriver.dll and WebDriver.Support.dll . Development environment - Visual Studio 2015 .

Question : why after returning to Windows Forms in the panel from another program, the panel jumps to the same position, and does not remain in the same place where it was before switching to another program?
