  1. For PHP, you will need Apache for ASP.NET, you will need IIS - these are completely different things and, as a rule, hosting services go immediately with the installed environment
  2. If you make an application that people will use - free hosting is not your option. They are not reliable and easy :) If you write an application just for the test and for yourself, then just put the server with the database and the right environment on your computer and that's it. There are some good solutions for this on the Internet. Search Google for "test server api on your computer".
