Write privacy policy, spread it somewhere. You do not have to have your address, you can even open a thread of a free blog (of which there are many) and post it there. Insert the link in the Google developer console, "Data for Google Play" at the bottom. Everything. Or remove sensitive permission if it is not needed in the application.
