The system was inherited. There was a password-protected user, access to which is not recognized. As a result, I came in as a guest, tried to create a new user for myself (after all, the rights to the commands from the Terminal were simply not enough), but:

sudo: unable to change to root gid: Operation not allowed

What to do?

since this is ubunt, there is no root password, then you need to go into a single mod. Here is right in the pictures http://www.psychocats.net/ubuntu/resetpassword
