The problem with the encoding when drawing pictures on php

I draw a picture on php, but I can not solve the problem with the encoding for Russian characters. Tried like this: 1) in the header a header (funny, for a picture, but tried - did not help).

header ("Content-type: image/png; charset='utf-8'"); 

2) to query from the database:

 mysql_set_charset('utf-8'); 

3) and the iconv function:

 $rust = iconv('windows-1251', 'UTF-8', 'мой красивый код'); 

or

 $rust = iconv('cp1251', 'UTF-8', 'мой красивый код'); 

or

 $rust = iconv('cp1250', 'UTF-8', 'мой красивый код');
