IDEA offers import java.internal.org.xml... and org.xml... for all sorts of SAX parsers and helpers. What is the difference?

Most likely you meant jdk.internal.org.xml , as there is no internal in the java package.
As explained here, packages not listed in javadoc's are not a public interface and should not be used, as in any update they can change without warning. That is, in your case, you should use classes from the hierarchy of the org.xml package org.xml
