    You can simply change the background image in the panel for the MouseEnter and MouseLeave events. It is possible more interesting, based on UserControl , and pack all the code inside the control. It depends on your knowledge and skills, I like the second option more, but the first one is suitable for the prototype. - rdorn

How to write your own button? - You can write in xamle. But for this you need to go to WPF.

How to start drawing like? - You can draw anything, and use the empty button with the drawn image, linking the changes to the events (pressing for example)
