After I switch to intellij-idea from a browser or any other window, the language automatically changes, by default I use 3 RU / EN / IL languages ​​in the system. In any other applications, programs, ... there is no such problem.

Solved the problem, went to the control panel, language settings, advanced settings, and ticked "Allow to select the input method for each application" and everything turned out! thank you all
