The report should have 2 tables and a text of several lines located between the two tables. The text has nothing to do with the data in these tables. Tables are built using bands Header and MasterData. If you add text to the Footer band to the first table, this leads to the fact that if Footer is transferred to the next page, then the table header is repeated before it. Placing a simple text between the bands report editor does not.

You can place the text between the bands by adding it to a separate MasterData. For this MasterDate, specify (double click on MasterData) the data source is> empty <and the number of output times = 1.
