Is there a similar extension, as in Brackets (According to the hotkey, a window with documentation on the issued property pops up)? I know about Сtrl+Q , but the built-in documentation is so frail that it doesn’t raise a hand seriously.

The built-in documentation is probably taken from PHP.Net and partially trimmed. This can be checked by comparing, for example, the documentation for the array_map() function (or any other).
It is not intended to be studied and plays the role of a cheat sheet. However, at the bottom of the window there is a link to the official documentation; but it's much easier to press Shift+F1 :
Based on the foregoing, it makes no sense to make any additional plug-ins, since you have quick access to the cheat sheet and official documentation.
The official PHP documentation has been “circled” over the years and you can rarely find it better. In addition to the basic information on the pages, pay attention to the comments that users write - sometimes they are more valuable than the information on the page. Plus, you can also contribute to PHP.Net :
