No expiration date. In the terms of the agreement ( in Russian ) it is clearly stated that the account is terminated only if you or Google terminate it. From your side:

10.2 If you wish to terminate the Agreement, you must notify Google 30 (thirty) days in writing (except as specified in Section 14.1) and stop using all relevant Developer credentials.

14.1. Google may amend the Agreement at any time, and an email will be sent to the Developer describing the changes made.

From Google:

10.3 Google may terminate the Agreement at any time if:

(A) You will violate any clause of the Agreement;

(B) Google will have to do so in accordance with the law;

(B) You will lose the status of a bona fide Developer;

(D) Google will decide to stop the Store.
