In CLion, when trying to use Cygwin, this error occurs:

Although everything seems to be set correctly and there are no errors in the toolchain.

    The problem is not related to CLion. Probably an unsuccessful update / cygwin installation occurred. Reboot rebaseall required . Conflicts while loading dynamic libraries.
