Just a couple of hours studying Django, before that I figured out well in Flask.

I wonder if it is possible to manage statics from the Django admin panel, as it is implemented in Flask-admin. So, you can get access to html / css / js files directly from the admin panel?

I understand that this is a bad idea in terms of application security, however, there is a need for it.

Not. Django strictly follows safety ideas. Standard "admin" is intended solely to add users and differentiate access levels. You can pre-write everything you want with your hands, but for managing html there is a built-in template engine with inheritance and other buns. Try using it for your tasks.
