    Everything is correct with 404. These files are not and should not be in the root of the site.

    Index.html is not present at all in the VP and is not needed, and the front-page.php is not a directory, a file ( template ) that is created in the root of the theme. He is responsible for the main page of the site, which is located at: https: //site.com/
