Can I register a dll in the system on Windows (XP, Vista, 7) if there are no administrator rights?

Library registration is done by calling:

RegSvr32.exe /i library.dll 

RegSvr32.exe calls 1) LoadLibrary, 2) GetProcAddress, 3) DllRegisterServer. In turn, DllRegisterServer usually writes to the HKLM section of the registry, which is impossible without administrator rights.
