Maximum is the city. Sometimes you can find out the provider, and already founding from the data in which area the provider is located. An example is Kiev, in my area there is an o3 provider, nashnet. And in Kiev there are large providers like Volya, Kyivstar.
Provider can learn from Google. And already based on this data, you can narrow the search range.
