Strange question, but if you can then write the Internet Explorer 1 specification, namely HTML and CSS (if there was one at all).

To begin with, Microsoft began developing Internet Explorer with licensing another browser, Spyglass Mosaic (at that time the most advanced development, which made the web what we use today). The browser itself was based on the libwww library and supported a fairly wide range of protocols Archie, FTP, gopher, HTTP, NNTP, telnet, WAIS.
The very first version of Internet Explorer included only support for basic HTML table rendering (DOM). The second version already had support for JavaScript, NNTP, frames and SSL. Cascading Style Sheets (CSS) became available only with the release of the third version of Internet Explorer.
