VPN is included in the opera, but I do not understand how to make the program have access to vk.

The error gives java.net.ConnectException: Connection refused: connect

How can I fix it?

You can fix it as follows: Use VPN at the operating system level, since your application uses a system connection to the network (and you have it without a VPN), and not an Opera connection (which you have through a VPN)

    You said "VPN is included in the opera." If you launch a vpn connection from the browser, then all outgoing network requests made by the browser (!) Will go through vpn. The rest of the operating system (other applications) will work as before. You need to configure vpn at the system level, not the browser.
