In iOS without a jailbreak, even for native programs this is not given, not just for some website.

In Android, you can get the phone number of the caller, but again, not some site. You can create a wrapper program with WebView, in which you will receive a phone number and transmit via JS. But this is also not what you want. And is it worth it?
