It is easier to learn English than to constantly search for documentation in Russian. In most cases, the documentation is in English only. - Nick Volynkin

MDN or MSDN I mainly use MDN

With all - vryatli. For me, a good reference is mdn . Often there are references to standards. But volunteers are engaged in translation into Russian, so there is not a translation for everything.

    • Yes, I can't understand one thing, so I wanted to study ... The validator swears at me if I’m inside a block, insert css between the <style> </ style> tags, and don’t swear at Google, even though it does ... Yandex, however, inserts styles into the header, but google pagespeed will swear by this method. What a vicious circle ((( - Vipz
    • @Vipz, insert <style type="text/css"> and will not swear. But would not advise to listen to the validator. It is better to assume that a good html is the one that is understood by most browsers (well, the tags are closed in the appendage). - Goncharov Alexander
    • @Vipz so what you have not asked a question about this problem? - Nick Volynkin

I don’t know about the Russian language, but in English there is the website of the World Wide Web Consortium, which accepts these standards, it also has html and css validators. Somewhere there were translations into other languages, but it seems that not everything and not all languages were translated.
