With all - vryatli. For me, a good reference is mdn . Often there are references to standards. But volunteers are engaged in translation into Russian, so there is not a translation for everything.

I don’t know about the Russian language, but in English there is the website of the World Wide Web Consortium, which accepts these standards, it also has html and css validators. Somewhere there were translations into other languages, but it seems that not everything and not all languages were translated.
