What then is the reason AVD Manager doesn’t see HAXM?

Found a solution to the problem in English SO .

The essence of this solution is that after installing HAXM in the SDK Manager, you need to unpack the archive "intelhaxm-android.exe" and manually run "setup.exe" from it.

After this message "HAXM is not installed" is no longer visible, an emulator in Android Studio is created.
