Google itself provides the ability to sell subscriptions and products at a fixed price in mobile applications. Is it possible to provide an opportunity to buy non-static content through any services or libraries? For example, to give the opportunity to pay for food delivery, the price of which depends on the distance to the restaurant? So that the user can pay, for example, 304.64 rubles. And if there are libraries / services, then where to check all purchases? Write your backend? Interests specifically Android

Unfortunately, Google will not allow you to sell something with a dynamic price. And, if I could allow it, you would quickly refuse it, because Google takes a commission of 30% (read here RU / ENG ).
Alternatively, you can use the STRIPE payment system for Android .
And I strongly recommend that you read the rules of Google Play again, so that in the future you will not be left without a developer license - READ HERE

I wish you good luck in product development and payment system integration! ;-)
