Are there any MinGW compilation flags to reduce the size of the executable program file? The same program compiled with VS and MinGW have significantly different sizes.

Well, disable the debug information (remove the -g key, set the appropriate optimization level with the -O key (-O2 -O3 -Os). Then set a strip utility (delete characters) on the exe's.
