Can help someone. On Windows, a Postgres user is created when installing PostgreSQL. If a similar error occurs, add the postgres user to the Security tab of the C: \ Program Files (x86) \ PostgreSQL folder and give him all rights. After that, the service starts normally.
- EMNIP is not the only reason. The same error appears if the database is not initialized (after installing the postgrece, you need to execute the script that will create the database). True, I haven't worked with postgres for 10 years, I don't remember. - Dmitriy
