Is it possible to publish Android application in Google console for two different versions? My application does not work on Android versions 4 and below, what is the best way to do this?

Yes you can. You collect 2 (in fact, at least how much) different APKs for different API levels and post them. The Google Play console supports this.

You can automate their assembly in Gradle - this is called productFlavors :

 productFlavors { honeycumb { minSdkVersion 11 targetSdkVersion 18 } kitkat { minSdkVersion 19 targetSdkVersion 26 } }
