Install gimp

 sudo apt-get install gimp

But I get the following message:

Before installation, of course, made an update . I tried to install these packages by hand. But it turns out that they are dependent on each other. For example, gir1.2-webkit-3.0 and python3-markdown depend on each other, as informed by apt .

Running apt-get with the -f flag did not help.

so you have no repositories indicated - that's nothing.

judging by the references in /etc/apt/sources.list , you have the xenial version.

Add at least such a line to this file:

 deb http://mirror.yandex.ru/ubuntu/ xenial main restricted universe multiverse

and update the package list:

 $ sudo apt-get update

and then you can put the right packages.
