I need a framework (preferably php) that can work with excel spreadsheets.

    There is such a phpexcel library, part of phpoffice . On the framework, it may not pull, but it is made using OOP, it supports a lot of functions and has good documentation. It works with xls, xlsx, and even with a bunch of formats like CSV. PS By the way, it is put through Composer, if it is necessary in your project. But with his hands without any package managers he is screwed without problems.
