Most likely you should do this SVG, but if it is difficult to implement it via PNG for an extreme case, if the circle is strictly exactly rounded from one edge to the other, you can make the block ask

 border-radius: border: 1px dashed #000;

Maybe this will help you if not then I think SVG is what you are looking for.
