    Possible troubleshooting steps:

    1. Installation in compatibility mode (Windows 7 and below). If not passed, we start going from point to point:

    2. We go into the management of services (you can start through, I prefer Win + R, enter "services.msc"), look for the service "Windows Installer" (Windows Installer in English version). It is usually stopped and started by the system, but manually starting it helps to fix some installation errors. Click "Run", overload the system, try to install the program again.

    3. Create a new user, go into it, try to start the installation program again. If everything is established under another user, on the one hand, the problem is solved, on the other hand, if you need the first user, you will have to repair his account. See clause 4 and following
    4. If the first two points did not help, you can try reinstalling the installer. Here is a script to run as administrator:

    msiexec /unreg msiexec /regserver regsvr32.exe /s %windir%\system32\msi.dll sc create msiserver start= auto binpath= “c:\Windows\System32\msiexec.exe /V” displayname= “Windows Installer” Net start msiserver
    1. We swing the Official fix from Microsoft . To be honest, I never helped :) But there are people who claim that it is very useful. Therefore, just in case.

    2. If the first four points did not help, we try to repair the component storage. Script:

     Dism /Online /Cleanup-Image /CheckHealth Dism /Online /Cleanup-Image /ScanHealth Dism /Online /Cleanup-Image /RestoreHealth

    Do not forget to reboot.

    1. Well, and finally - check the system:

     sfc/scannow

    With the subsequent reboot.

I suspect that further - just reinstall the system. But before doing it, try installing these programs on a freshly installed system, perhaps they have a conflict with Windows 10.
