Hmm ... The problem was noticed back in Windows Vista. Still not fixed? Okay, so:

  1. We go into the management of services (you can start through, I prefer Win + R, enter "services.msc"), look for the service "Windows Installer" (Windows Installer in English version). We transfer the startup mode to Automatic, save the settings, restart the system.

  2. If it does not help, we launch the scan and recovery of system files:

    sfc / SCANNOW

The best way to do this is in Safe Mode, for this: start msconfig (Win + R, enter "msconfig"), go to the "Download" tab, select the safe mode:

Do not forget then to return everything backwards, otherwise you will boot in safe mode :)

  1. If this did not help, run "my favorite" DISM:

    Dism.exe / Online / Cleanup-Image / Restorehealth

Take into account, it is necessary to wait for a long time, it is better not to interrupt the tasks and take care to ensure that the computer is provided with a back-up.
